Towards a Conceptual Framework for Sustainable Economic Development in Small and Medium-Sized Cities: A Theoretical Study

Abstract

This paper aims to develop a comprehensive conceptual framework for sustainable economic development in small and medium-sized cities, based on a critical review of the global literature addressing the relationship between economic growth, spatial justice, and urban transformation. The importance of small and medium-sized cities lies in their growing role in supporting regional balance, stimulating local economies, and enhancing urban resilience in the face of economic and environmental transformations. Despite the abundant literature on sustainable development in general, there remains a knowledge gap in building an integrated theoretical model that illustrates how economic, social, environmental, and governance factors interact in these types of cities. The paper presents a conceptual framework comprising five main axes: institutional structure and urban governance, local economy and economic diversification, smart infrastructure, environmental dimensions, and local community. In addition, the study demonstrates the applicability of the proposed framework through its application to Abqaiq City in Saudi Arabia as a representative resource-based small and medium-sized city, illustrating how the five pillars can be operationalized in a specific local context and how their interdependencies influence development outcomes. The proposed framework aims to provide a theoretical foundation that can guide public policies and urban planning in small and medium-sized cities, while also supporting future applied research.
